JNET 2017 2018 Annual Report 4, Message from the Public Safety Delivery Center Chief Information Officer. In July 2017 I was named the Chief Information Officer CIO for the Commonwealth s. newly formed Public Safety Delivery Center PSDC The PSDC is part of the Governor s. shared services model which envisions the streamlined delivery of Human Resources. HR and Information Technology IT services As one of six newly established delivery. centers the PSDC consists of IT staff from the Pennsylvania State Police PSP. Department of Corrections DOC Pennsylvania Board of Probation Parole PBPP. Pennsylvania Commission on Crime Delinquency PCCD and the Pennsylvania Justice. Network JNET, In FY 2017 2018 the foundation and initial governance framework for the PSDC was. established This positions us to continue maturing our transition to shared services in. FY 2018 2019 For JNET the organizational structure changed to better position the. agency to transform services share resources leverage skill sets and provide cross. organization efficiencies Having served as JNET s Executive Director from 2012 to 2015. I look forward to working directly with the JNET team once again and have complete. confidence in their ability to continue to successfully deliver services while contributing. to the efficiencies and costs savings inherent to the shared services model. Typical users are police probation officers courts 911 and booking centers district attorneys. and domestic relations JNET has over 26 000 active accounts in the JNET user community as. 38 state organizations,44 federal agencies,8 business partners. 67 counties connected to JNET, 1 692 local agencies and police includes municipal police departments campus and school. police and code and parking enforcement, In FY 2017 2018 JNET added 29 new agencies These new agencies included mostly school and. campus police departments which have been increasing for several years. Customer Success Stories,DOC Projected Release, The Department of Corrections DOC partnered with the Department of Human Services DHS. and JNET to streamline the process for applying for medical assistance MA coverage for. inmates returning to the community within the state. The DOC releases approximately 20 000 inmates annually of whom a small subset 10 percent. qualify for medical assistance because of chronic medical or mental health diagnoses and or. substance use disorders Despite the relatively small number of applications submitted the MA. application process has proven both labor intensive and time consuming. With implementation of the intra agency data exchange brokered using JNET s messaging. infrastructure the process for applying for MA benefits was automated for all reentrants who. consent to the application submission regardless of health conditions or substance abuse. The DOC will also share notification of newly received inmates with DHS which will prompt DHS. to suspend any benefits upon incarceration and help reduce the potential for benefits fraud. The commonwealth s two retirement system agencies SERS and PSERS are responsible for. administering the Public Employee Pension Forfeiture Act This law states that a public. employee receiving a pension forfeits that pension if they are convicted of or plead guilty or no. contest to certain crimes The challenge for the agencies has always been identifying cases. subject to this law In the past they had to rely on hearing stories through media outlets and. then try to track down the location and details to determine if the case potentially qualified for. pension forfeiture, JNET and the Administrative Office of Pennsylvania Courts AOPC worked with SERS and PSERS. to provide a subscription service to the AOPC s court case events While these events are public. information SERS and PSERS needed a way to automate the consumption of the events and. then match them against their databases of all people receiving public pensions. Both agencies deployed this solution in the 2nd half of FY 2017 2018 and have already recovered. pension funds in access of 100 000 and are proactively tracking other identified cases that are. not yet through the criminal prosecution process,Mobile ID Story 1. In March 2018 Allegheny County sheriff s deputies received a tip that two individuals of interest. may be at Wilkinsburg home located on Swissvale Avenue Deputies went to that location and. arrested one suspect wanted for holding a person against her will assault receiving stolen. property and fleeing police During that arrest another individual provided information that. could not be verified by any identification Sheriff s deputies used a mobile ID device to take his. fingerprint and discovered the information he provided was false and positively identified him. as a suspect wanted on a homicide charge related to a January killing. Mobile ID Story 2, In July 2017 Camp Hill Borough Police received a call about two subjects in a silver Dodge. Durango following a UPS delivery truck throughout the Borough stealing packages after the UPS. driver delivered them to front porches of residences Officers were able to locate the vehicle. and upon questioning one of the suspects could not produce any identification A Mobile ID. device was used to capture the suspect s fingerprint and returned his name date of birth and. photo to allow for positive identification Both suspects had UPS tracking numbers for iPhones. being sent through UPS,November 1 2018,JNET 2017 2018 Annual Report 8. As part of the Commonwealth of Pennsylvania s initiative to transform the way that information. technology IT services are delivered to agencies JNET began to transition to the Public Safety. IT Delivery Center PSDC The PSDC will consist of staff and resources from JNET Pennsylvania. State Police Department of Corrections PA Probation and Parole and the Pennsylvania. Commission on Crime and Delinquency This effort over time will deliver a shared services. model to support agencies business needs For JNET it is the first major organizational change. since its inception in 1999,Enhance and Expand One Time Passcode OTP. The use of an OTP as the second factor authentication for user to access information in JNET. was implemented in June 2016 At that time the OTP could only be received via email and was. only required for criminal history data In January 2018 OTP was enhanced to allow for the. receipt of the OTP via text and in April 2018 the OTP was expanded to all users for all JNET. access These changes have made the OTP process more efficient and user friendly while. providing the second layer of security for all data available in JNET. New Web Service Offerings DOC PBPP and Megan s Law. JNET expanded information sharing capabilities by building direct system data exchanges for. DOC and PBPP to share state inmate and state offender data with each other s systems state. and federal agencies as well as Commonwealth contracted vendors and external organizations. Previous exchanges for this data were limited in scope and done using aged technology. Megan s Law registered sex offender data had been shared manually between the Office of. Victims Advocates PBPP and the PA State Police JNET worked with the agencies to build a. service to automatically share this data between systems as well as make it available to others. that are eligible to receive it DOC and PBPP only,Law Enforcement Enterprise Portal LEEP. In July 2017 JNET added access to LEEP a federal electronic gateway that provides law. enforcement agencies intelligence partners and criminal justice entities with centralized access. to many different resources including access to federal jail data something JNET had been. interested in providing for several years Access to LEEP is limited to JNET criminal history users. and requires JNET administration approval from a user s agency. JNET tracks overdoses naloxone administration and identifiable drug markings In addition to. supporting law enforcement efforts to combat drug trafficking and use ODIN also assists state. and local policy makers in creating effective treatment and prevention strategies through its in. depth reporting and analytics capabilities,Strategic Planning. The JNET governance structure consists of an executive council steering committee and the. JNET Office Each entity is responsible for fulfilling specific activities necessary to support JNET. Communications Office, The JNET communications office is primarily responsible for business relationship processes. with and promoting JNET among municipal county state and federal agencies within the. state The communications team works with the user community and provides solutions to. all issues and inquiries through the JNET service desk and other user touchpoints They also. maintain a repository that provides statistical data used for reporting and process. improvement modeling purposes and oversee JNET s training efforts. Project Management Office, The JNET project management office PMO performs coordinated planning prioritization. and execution of projects that are tied to JNET s overall business objectives It also provides. project management support functions in the form of software Microsoft Project and. standardized policies and procedures The PMO ensures that management receives accurate. and timely information about all projects and major activities Finally the PMO provides. resource allocation planning to ensure that appropriate resources are assigned to projects.
