In July 2017 I was named the Chief Information Officer CIO for the Commonwealth s. newly formed Public Safety Delivery Center PSDC The PSDC is part of the Governor s. shared services model which envisions the streamlined delivery of Human Resources. FY 2018 2019 For JNET the organizational structure changed to better position the. agency to transform services share resources leverage skill sets and provide cross. organization efficiencies Having served as JNET s Executive Director from 2012 to 2015. Customer Success Stories,DOC Projected Release, The Department of Corrections DOC partnered with the Department of Human Services DHS. and JNET to streamline the process for applying for medical assistance MA coverage for. inmates returning to the community within the state. The DOC releases approximately 20 000 inmates annually of whom a small subset 10 percent. qualify for medical assistance because of chronic medical or mental health diagnoses and or. substance use disorders Despite the relatively small number of applications submitted the MA. application process has proven both labor intensive and time consuming. With implementation of the intra agency data exchange brokered using JNET s messaging. infrastructure the process for applying for MA benefits was automated for all reentrants who. consent to the application submission regardless of health conditions or substance abuse. The DOC will also share notification of newly received inmates with DHS which will prompt DHS. to suspend any benefits upon incarceration and help reduce the potential for benefits fraud. The commonwealth s two retirement system agencies SERS and PSERS are responsible for. administering the Public Employee Pension Forfeiture Act This law states that a public. employee receiving a pension forfeits that pension if they are convicted of or plead guilty or no. contest to certain crimes The challenge for the agencies has always been identifying cases. subject to this law In the past they had to rely on hearing stories through media outlets and. then try to track down the location and details to determine if the case potentially qualified for. pension forfeiture, JNET and the Administrative Office of Pennsylvania Courts AOPC worked with SERS and PSERS. to provide a subscription service to the AOPC s court case events While these events are public. information SERS and PSERS needed a way to automate the consumption of the events and. then match them against their databases of all people receiving public pensions. Both agencies deployed this solution in the 2nd half of FY 2017 2018 and have already recovered. pension funds in access of 100 000 and are proactively tracking other identified cases that are. not yet through the criminal prosecution process,Mobile ID Story 1. As part of the Commonwealth of Pennsylvania s initiative to transform the way that information. technology IT services are delivered to agencies JNET began to transition to the Public Safety. IT Delivery Center PSDC The PSDC will consist of staff and resources from JNET Pennsylvania. State Police Department of Corrections PA Probation and Parole and the Pennsylvania. Commission on Crime and Delinquency This effort over time will deliver a shared services. model to support agencies business needs For JNET it is the first major organizational change. since its inception in 1999,Enhance and Expand One Time Passcode OTP. The use of an OTP as the second factor authentication for user to access information in JNET. was implemented in June 2016 At that time the OTP could only be received via email and was. only required for criminal history data In January 2018 OTP was enhanced to allow for the. receipt of the OTP via text and in April 2018 the OTP was expanded to all users for all JNET. access These changes have made the OTP process more efficient and user friendly while. providing the second layer of security for all data available in JNET.
