The scope of the Australian Petroleum Statistics APS is the upstream and downstream activities of the petroleum industry in Australia The Australian Petroleum Statistics APS seeks to. capture comprehensive statistical data on, production refining and consumption of crude and refined petroleum products. stockholdings of crude and refined petroleum products. a in Australia,b at sea and destined for Australia. c at overseas locations owned by companies active in Australia and ultimately destined for Australia. exports and imports of crude and refined petroleum products. These data are either collected via the APS mandatory survey of companies active in the petroleum industry in Australia or acquired through data sharing agreements with other government. departments Further details on data collection and definitions are available here https www energy gov au government priorities energy data australian petroleum statistics. The APS publication has three main purposes, 1 to present a comprehensive picture of the petroleum industry in Australia over time that provides a useful and relevant guide for users in government industry academia and many. other sectors, 2 to provide comprehensive up to date information that allows government and policymakers to monitor Australia s liquid fuel supply and demand and Australia s liquid fuel security. 3 to meet Australia s international reporting obligations. Companies in the petroleum industry in Australia provide a range of information to the Australian and state and territory government including for excise royalty and energy and emissions. reporting The data collection and the compilation of the APS is carried out according to the scope set out above and follows a defined set of statistical principles and internationally agreed. reporting requirements to ensure the statistics meet the stated purposes These principles make the APS distinct from other reporting obligations and data collections that capture information. on the petroleum industry As such the monthly APS should not be viewed as a replication of other data collections and may not be directly comparable. In January 2018 the Petroleum and Other Fuels Reporting Act 2017 the Act came into effect and made the reporting of fuel data mandatory for Australian businesses meeting the reporting. criteria The primary source for these statistics are reports collected under the Act supplemented by administrative data sources and estimates Additional data reports are also provided. voluntarily by companies to enable more detailed statistics to be published Trade statistics are sourced from the Australian Bureau of Statistics. Prior to January 2018 the primary source for these statistics are data reports provided voluntarily by companies supplemented by administrative data sources and estimates. Due to the requirements of the legislation data collected under the new mandatory reporting scheme are in some instances collected on a different basis to those collected under the. previous voluntary scheme The statistics compiled under the new scheme remain broadly consistent with those published in earlier years and can be viewed as robust reliable indicators of. petroleum industry activity, The new methodology of reporting only sales on which customs or excise duty were paid when the product was entered into home consumption has been implemented in January 2018 with.
the introduction of the Act Prior to January 2018 the data from the voluntary survey for automotive gasoline and diesel oil has been benchmarked to customs and excise data to account for. undercoverage in the voluntary survey It is expected that this will give a continuous time series with no break in series due to the new methodology.
